RFP Questions for the 2025 Short Range Transit Plan and Coordinated Public Transit - Human Services Transportation Plan

Questions from Proposers:

  1. The Scope of Work requests monthly meetings with the project team. Given the relatively short project duration, would TCTA be open to a biweekly meeting cadence? 

  2. Is there an existing Unmet Transit Needs Assessment you're able to share with us?

  3. Does TCTA currently have successful methods in place to reach underserved/underrepresented communities in the County? Does the County work with a set of stakeholders for this type of outreach?

  4. Does TCTA expect the two public workshops to be in person, or can they be virtual?

  5. Is it expected that the presentation to the TCTA Board and to SSTAC be in person?

  6. Can the key stakeholder interviews be conducted virtually?

  7. In Task 3.2, passenger and stakeholder surveys are mentioned. The scope seems fairly general to allow for the proposer to identify which survey methods work best. We would like to know if you envision a full on-board survey effort as part of this task?

  8. The timeline for completion of the Draft Report is tight, roughly 4 months after contract authorization. In our experience it typically takes around 8 months or so to accomplish that scope of work, particularly if a good public outreach process is followed. Is there any flexibility in the timeline?

  9. Would the Agency allow an electronic PDF copy of the technical and cost proposal to be submitted via email or other form of secure file transfer in lieu of the one (1) unbound original and five (5) hard copies requirement?​​​​​​​​​

Yes, TCTA uses local Radio, Facebook, and Mymotherlode.com. We also spread information through our stakeholders.

Yes.

The TCTA always appreciates when presentations can be done in person but these can be done virtually. In person is not expected.

Yes.

This is correct. The TCTA would like the proposer to suggest the best known survey method for this project.

The reason for the tight timeline is due to our "Overall Work Program" that gets approved in February. We would like the projects identified from this Plan to make it into the Overall Work Program. If a draft plan is ready by January there could be some flexibility for the final plan.

At this time we must have the one (1) unbound original (Final SRTP hard copy) and five (5) hard copies of the technical and cost proposal. It is not required in the RFP but a flash drive with the final SRTP and technical/cost proposal would also be appreciated.
